₵1 ‘dumsor levy’ a difficult but necessary decision – Mahama

President John Dramani Mahama has discussed the ₵1 'dumsor levy.' He called it a difficult but necessary decision.

Mahama believes Ghana should use recent currency gains. This will help solve energy sector challenges. He assured that the ₵1 levy won't raise fuel prices.

On Tuesday, Mahama spoke at the Jubilee House. He presented the final report of the National Economic Dialogue 2025. He said, “This was not a decision we took lightly.” He emphasized that it is necessary and justifiable.

The Energy Sector Levy Amendment Bill 2025 introduces a GH¢1 increase on petroleum products. Reports suggest this measure will generate about GH¢5.7 billion in revenue. This money aims to reduce energy sector debts and address dumsor.

Ato Forson spoke in Parliament about energy sector debt. He stated that at least $3.7 billion is needed to clear current debts. In 2025, an additional $1.2 billion will be required for essential fuel procurement.

Forson warned that the power sector risks imminent collapse without resolving these debts. The government plans to increase pump prices for diesel and petrol. However, he noted that gains from the strong cedi performance would absorb this impact.

John Abdulai Jinapor, Minister of Energy and Green Transition, clarified the levy’s purpose. He stated it is not meant for legacy debts but for liquid fuel costs. Jinapor explained that liquid fuel costs are not included in electricity tariffs, creating financing challenges for the government.
