Ghana is set to reintroduce road tolls. Experts say a strong database is essential for success. This database will support a digitalised toll system.
President Mahama announced plans to digitalise toll booths. Car owners will use their Ghana Cards and mobile money accounts for payments. This automated system aims to streamline the process.
Ing. Dr. William Ackaah leads the Transportation Engineering Division at CSIR-BRRI. He emphasizes the need for a structured data system linking vehicle registration numbers to owners. This would improve monitoring and accountability.
Dr. Ackaah explained that a strong database would help track vehicle owners effectively. He noted that current enforcement issues arise from weak data infrastructure. “We need to build a strong database,” he stated.
He also mentioned challenges with national identification and telecom records. These issues raise concerns about managing automated toll compliance effectively. “My only problem is how we are going to trace people,” he said.
Dr. Ackaah highlighted problems with the mobile registration system as well. Some individuals misuse IDs, complicating tracking efforts further.
To address these challenges, he suggested implementing flexible toll payment plans. These plans could ease financial burdens on road users and encourage compliance.
For example, users could buy daily, weekly, or monthly plans at reduced rates over time. A daily plan might cost Gh¢10, allowing unlimited use within that day.
