The Africa Centre for Entrepreneurship & Youth Empowerment (ACEYE) has ranked 50 government institutions. This ranking is based on the Index of Government Institution Performance Towards Economic Prosperity (IGIPTEP).
The IGIPTEP assessed Ghana’s public sector. It highlighted institutions that drive economic growth in the country. Five key indicators were used for this survey:
- Service Delivery Quality
- Money Management
- Transparency and Accountability
- People and Work Efficiency
- Public Engagement
Data for the 2025 IGIPTEP was collected from various sources. These included official websites, reputable publications, online media, and annual reports. A multi-phase secondary research approach with targeted keyword searches was employed.
The Ministry of the Interior ranked first, led by Mubarak Mohammed Muntaka. Here are the top ten rankings:
1st: Ministry of the Interior (80.8%)
2nd: Bank of Ghana (78.4%)
3rd: Ministry of Local Government, Decentralization, and Rural Development (77.6%)
4th: Ministry of Trade and Industry (77.2%)
5th: Environmental Protection Agency (75.2%)
6th: Food and Drugs Authority (74.8%)
7th: High Courts (74.4%)
8th: Securities and Exchange Commission (74.4%)
9th: Ghana Standards Authority (74.4%)
10th: Ministry of Transport (73.8%)
Dr. Richmond Kwesi Ansah presented the report as ACEYE Co-Founder. He made key recommendations to improve accountability in government institutions.
He suggested mandatory asset declarations for public officials and annual audits. Dr. Ansah also advocated for functional websites with regular updates and feedback mechanisms.
Emmanuel Acquah, co-founder and CEO of ACEYE, expressed hope for meaningful discussions based on these findings.
Dr. Fred McMahon from the Fraser Institute emphasized economic prosperity linked to free markets and democracy. Joyce Lee from the Atlas Network supported this view as well.
They encouraged Ghana's government to focus on improving its performance according to the IGIPTEP report.
