Kwabena Adu-Boahene, former Director General of the National Signals Bureau, and his wife, Angela Adjei Boateng, have filed a lawsuit. They are suing the Attorney General (AG), Dr. Dominic Ayine, and the Economic and Organised Crime Office (EOCO). The couple seeks to contest their GH¢200 million bail.
They remain in custody while challenging what they call “unjustifiably harsh” bail conditions. Their lawyer, Samuel Atta Akyea Esq., argues that the bail amounts are excessive. He claims the GH¢120 million for Adu-Boahene and GH¢80 million for his wife aim to bypass constitutional limits on detention.
Their lawyers assert that their clients' rights are being violated.
**Background**
Last week, EOCO arrested Adu-Boahene at Kotoka International Airport. He was returning from London on a British Airways flight. His wife was also arrested when she visited EOCO to check on him.
Adu-Boahene faces accusations of embezzling state funds. According to AG Dr. Ayine, this relates to financial misconduct involving a $7 million cyber defense contract.
Dr. Ayine shared details during a press conference on March 24th. The contract aimed to improve Ghana’s ability to handle cyber threats and data breaches. Investigations suggest funds meant for this project were misused for personal gain.
Dr. Ayine explained that Adu-Boahene signed the contract on January 30, 2020. This was done on behalf of both the government and the National Security Ministry with an Israeli firm called RLC Holdings Limited.
Despite its importance, Adu-Boahene allegedly engaged in unauthorized financial transactions shortly after signing the contract. On February 6, 2020, he reportedly transferred GH¢27.1 million from the National Signals Bureau’s account to a private account linked to his firm with his wife.
He is accused of laundering these funds through real estate investments in Accra and abroad.
