Former Attorney General Martin Amidu has criticized Professor Henry Kwasi Prempeh. He accuses Prempeh of pursuing a personal agenda while pretending to reform the constitution.
In an open letter, Amidu claims that Prempeh is trying to influence public opinion. He believes this is aimed at a specific outcome for the Council of State.
Prempeh chairs the Constitutional Review Committee (CRC). He was appointed by the National Democratic Congress (NDC) government. Recently, he shared his views on the Council of State in an interview with Joy FM.
“Our task is not just to listen to what is broken,” he said. “We need to ask how we can make things work better.” He prefers a middle ground: retain but modify.
Amidu sees this statement as a strategic move for a hidden agenda. He believes Prempeh aims to propose amendments to Chapter 9 of the 1992 Constitution. This chapter governs the Council of State and could lead to a national referendum.
Amidu argues that such changes might alter entrenched provisions in Chapter 8. This could reshape Ghana’s constitutional framework significantly.
He questions Prempeh’s neutrality as CRC chair. Amidu describes him as “a former public office holder under the Akufo-Addo Government.” He also refers to him as part of the ideologically influenced Centre for Democratic Development-Ghana (CDD-Ghana).
Amidu claims CDD-Ghana was created “to undermine the PNDC and NDC.” Therefore, he believes Prempeh's role compromises the committee's impartiality.
In his conclusion, Amidu warns about potential political fallout from this agenda. He states that Prempeh may lead John Dramani Mahama to defeat in any national referendum related to this issue.
