The Attorney General, Dr. Dominic Akuritinga Ayine, has filed criminal charges against two individuals.
They are Mr. Solomon Asamoah, former CEO of the Ghana Infrastructure Investment Fund (GIIF), and Prof. Christopher Ameyaw-Akumfi, former Board Chair of GIIF.
The charges relate to their alleged involvement in the failed Accra Sky Train project.
These charges were filed at the High Court (Criminal Division) in Accra on May 13, 2025.
They focus on the unlawful disbursement of US$2 million to Africa Investor Holdings Limited in 2019 for a sky train system that was never built.
According to the charge sheet, both men face multiple charges including:
- Conspiracy to wilfully cause financial loss to the Republic
- Wilfully causing financial loss to the Republic
- Conspiracy to intentionally dissipate public funds
- Intentional dissipation of public funds
The prosecution claims that Mr. Asamoah and Prof. Ameyaw-Akumfi acted together without proper authorization.
They allegedly caused a payment of US$2 million from GIIF resources to Africa Investor Holdings Ltd.
This payment was intended for developing a sky train project in Accra, which did not happen.
Both men are accused of violating provisions of the Criminal Offences Act, 1960 (Act 29) and the Public Property Protection Decree, 1977 (SMCD 140).
Mr. Asamoah served as GIIF CEO from 2017 to 2024.
Prof. Ameyaw-Akumfi chaired the GIIF Board from 2017 to 2021.
The controversial transaction occurred during their overlapping tenures.
