BOMB – OSP uncovers GH¢280m corruption scandal at NPA

The Office of the Special Prosecutor (OSP) has accused several high-ranking officials of the National Petroleum Authority (NPA) of corruption. They are involved in a scheme that allegedly involves over GH¢280 million.

The OSP claims these officials exploited their regulatory powers for personal gain. Kissi Agyebeng, the OSP head, stated that NPA officials arranged and executed this corrupt scheme.

According to the OSP, these officials extorted large sums from oil marketing companies (OMCs) and other stakeholders. This occurred between 2022 and 2024. The methods included threats, intimidation, coercion, bribery, and excessive regulatory pressure.

As of May 30, 2025, the OSP traced GH¢280,516,127.19 believed to be proceeds from this scheme. Investigators noted that part of these funds was used to buy luxury apartments and homes in Ghana and abroad. Additionally, they acquired 22 fuel haulage trucks.

Kissi Agyebeng announced that criminal charges will be filed by the end of June 2025. These charges will target implicated NPA officials and executives from complicit OMCs.

He promised to provide full details after filing charges. This will include identities of those involved and assets recovered.

The OSP is also investigating former NPA boss Mustapha Hamid for alleged fraud involving GH¢1.3 billion at the NPA. The authority is accused of misappropriating funds from the Unified Petroleum Pricing Fund (UPPF).

The investigation focuses on suspected embezzlement related to this fund. Key targets include Jacob Amoah, Wendy Ashong Newman, Freda Tandoh, and Mustapha Abdul-Hamid.

Mustapha Hamid stated he has not received any formal invitation regarding an investigation. He expressed his willingness to cooperate fully with any inquiries into this matter.
