The Office of the Attorney General has charged suspects in the $2 million Sky Train scandal.
The charges are against Professor Christopher Ameyaw-Akumfi, former Board Chair of the Ghana Infrastructure Investment Fund (GIIF), and Solomon Asamoah.
Reports indicate that the charges stem from a 2019 payment to Africa Investor Holdings Limited. This payment was for an urban Sky Train system in Accra, which was never built.
Court documents show that $2 million was disbursed in February 2019. This occurred without necessary board approval for either the share acquisition or the payment.
The unauthorized release of funds has led to criminal proceedings. The $2 million violated proper procedures.
Professor Ameyaw-Akumfi claims he approved the transfer based on Solomon Asamoah's recommendation. Asamoah was then Chief Executive of GIIF.
Neither suspect has accounted for the missing funds. Prof Ameyaw-Akumfi was taken into custody near Nima but later released on bail.
He is linked to the failed $3 billion Accra Sky Train project. The charges against him include:
1. Conspiracy to commit a crime — causing financial loss to the Republic.
2. Wilfully causing financial loss to the Republic.
3. Conspiracy to commit a crime — dissipation of public funds.
4. Intentional dissipation of public funds.
At a recent press briefing, the AG stated investigations are complete and charges will be filed soon.
He confirmed that only two individuals acted on this payment: Solomon Asamoah and Professor Ameyaw-Ekumfi. Some board members may testify as witnesses for prosecution.
A 2021 Auditor-General’s report revealed issues with the project’s operational license, yet $2 million was disbursed under Prof Ameyaw-Akumfi’s leadership.
The Sky Train project was announced in 2017 but never materialized after this payment.
