Bawumia’s critique of Dumsor Levy justified – Prof Bokpin

Economist and Finance Professor at the University of Ghana, Godfred Bokpin, supports Dr. Mahamudu Bawumia’s criticism of the new Dumsor Levy.

He spoke on JoyNews’ Newsfile programme on Saturday, June 7. Prof. Bokpin said Bawumia's concerns reflect real economic worries about the policy.

“He has a point for saying what he has said,” Prof. Bokpin noted. He was referring to the Energy Sector Levy (Amendment) Bill, 2025.

The new law imposes a GH¢1 surcharge per litre on petroleum products. Parliament passed it under a certificate of urgency.

This levy aims to raise revenue for Ghana’s US$3.1 billion energy sector debt and ensure reliable power supply.

During his 'Thank You Tour' in Cape Coast, Dr. Bawumia accused the NDC of political dishonesty. He pointed out that they campaigned against the E-levy but introduced a new “Dumsor Levy.”

“The NDC has told many lies,” he stated, urging Ghanaians to prepare for more taxes.

Finance Minister Dr. Cassiel Ato Forson defended the bill by highlighting urgent financial needs. He mentioned at least US$3.7 billion is needed to clear sector debts and an additional US$1.2 billion for thermal generation in 2025.

Meanwhile, the Minority in Parliament condemned the levy as a “predatory tax.” They claim it will extract roughly GH¢5.7 billion annually from households and businesses.

They have called for full transparency regarding how these funds will be used and criticized how quickly the legislation was passed.
