Ing. Benjamin Arthur has officially handed over to Dr. George Smith-Graham. Dr. Smith-Graham is now the Acting Chief Executive of the Fair Wages and Salaries Commission (FWSC). This change follows the termination of Ing. Arthur's appointment, effective April 15, 2025.
Ing. Arthur began his tenure in January 2022. He brought expertise in civil engineering, labour relations, and conflict resolution. He played a key role in reviewing Ghana's Single Spine Pay Policy after over a decade.
His background includes labour administration and employment services. He is also certified as a mediator and alternative dispute resolution expert. His academic credentials include Master's degrees from GIMPA and the Kofi Annan Peacekeeping Training Centre.
The handover ceremony took place at FWSC headquarters. Management and staff attended the event.
During the ceremony, Ing. Arthur reflected on his time at FWSC after handing over key documents. He highlighted both achievements and challenges faced during his tenure.
"I'm proud of what we've accomplished," Ing. Arthur said. "I believe Dr. Smith-Graham will build on our successes."
Dr. Smith-Graham has over thirty years of experience in compensation management and public service reforms. He shared his vision for the commission's future: "I'm honored to take on this role," he said.
The handover marks an important milestone for FWSC as it transitions to new leadership. Ing. Arthur's dedication to fair wages for public sector workers will be remembered.
Staff members praised Ing. Arthur’s leadership during his time at FWSC. They expressed commitment to supporting Dr. Smith-Graham in his new role.

As Dr. Smith-Graham begins his tenure, he aims to lead efforts toward establishing an Independent Emoluments Commission for public sector pay determination.
