Economist and University of Cape Coast lecturer, Prof. John Gatsi, has placed the blame for the delay in presenting the 2025 Mini-Budget on President Nana Akufo-Addo, rather than Finance Minister Dr. Mohammed Amin Adam.
Following the failure of the Finance Minister to present the anticipated budget, Speaker Alban Bagbin adjourned Parliament until January 2, 2025.
Prof. Gatsi explained that under the Constitution and the Public Financial Management Act, the responsibility for the budget ultimately rests with the president.
He clarified that, while the Finance Minister usually presents the budget, the president’s decision not to act means the blame lies with him for denying Ghanaians their constitutional right to the budget.
