Moses Kwesi Baiden Jr., CEO of Margins ID Group, spoke about Ghana's biometric ID system. He highlighted the Ghana Card's impact on healthcare at the ID4Africa 2025 summit in Addis Ababa, Ethiopia.
Baiden explained how the Ghana Card improves efficiency and cuts costs in healthcare. The government no longer needs separate National Health Insurance Scheme (NHIS) cards. This change saves millions of dollars each year by streamlining identity verification and reducing fraud.
The Ghana Card is a legally required biometric ID. It has been issued to over 98% of adults, with efforts to register children ongoing. Baiden noted that more than 200 million biometric verifications have been processed so far.
Margins ID Group is one of two African firms at this year's summit. They partnered with the National Identification Authority (NIA) to develop and implement the card through their subsidiaries, Identity Management Systems (IMS) and Intelligent Card Production Systems (ICPS).
In his speech, Baiden emphasized the need for a single identity system for digital governance. He mentioned that the card is also used in banking, education, and government services. This shows its broader value beyond just healthcare.
He urged for more inclusion of African digital identity solutions in global discussions. Africa should be seen as a source of innovation, not just a market.
The annual ID4Africa summit gathers identity authorities, technology providers, and policymakers from across Africa. As countries aim for the UN Sustainable Development Goal 16.9—providing legal identity for all by 2030—Ghana’s experience with the Ghana Card serves as a model.
Baiden concluded that success should be measured by tangible benefits to society, not just technical achievements.
