Professor Bill Puplampu, the Vice Chancellor of Central University, has called for a Fee Voucher System (FVS). This system would help students at private universities in Ghana.
He spoke at the university’s 28th Matriculation Ceremony at Miotso Campus. He highlighted that this policy would assist students who cannot get into public universities. It would also help those struggling to pay private tuition.
"We have argued for a fee voucher system across higher education," he said. "This system will allow students to use vouchers at any institution." If private fees are higher, students can top up their vouchers.
Prof Puplampu noted that private universities are vital in Ghana's education but lack government support. He believes state intervention is necessary for both public and private sectors.
Currently, about 15 percent of Ghana’s tertiary students attend private universities. However, these institutions receive no direct government subsidies, according to the Ghana Tertiary Education Commission (GTEC).
An FVS could reduce financial burdens on students and improve quality at private universities. Prof Puplampu also suggested improvements to the Free Senior High School (SHS) policy.
He stated that while free SHS is beneficial, it needs adjustments for better access and quality. “A review should not cut back on the policy or reduce student numbers,” he emphasized.
The focus should be on enhancing existing secondary schools and improving curriculum content. As demand grows in Ghana's higher education sector, stakeholders seek reforms for equitable access between public and private institutions.
