Joyce Bawah Mogtari is the Senior Presidential Advisor to President John Dramani Mahama. She recently stated that the launch of the Code of Conduct sends a strong message against corruption.
The Code of Conduct and Ethics will apply to all public office holders. This includes government officials, politically exposed persons, and their close associates. Mogtari emphasized that there will be no conflicts of interest allowed.
On May 5, she wrote about the importance of this initiative. She said it aims to clarify that the government will not tolerate corruption. The goal is to separate public trust from private gain.
Mogtari highlighted that public office should serve the people, not personal wealth. The code is designed to uphold this principle. It bans political appointees and their associates from acquiring state assets.
She noted that history demands these actions for Ghana's betterment. There has been a troubling trend of political elites acquiring state properties at low prices. These transactions are often justified as following "due process." However, she questioned if due process is valid when those benefiting shape it.
Mogtari criticized the previous NPP government's blatant state capture and asset plundering. In response, the NDC committed to two key initiatives: Operation Recover All Loot (ORAL) and legislation barring political appointees from acquiring state property.
She also mentioned that in Mahama’s first 120 days in office, progress is evident. Mogtari expressed confidence in Ghana's direction under Mahama's leadership. She noted his administration received a historic mandate with 57% of the popular vote.
Finally, she asked how they can maintain public trust and ensure service truly benefits the public interest.
