Thomas Akwasi Frimpong, a building contractor with Atofis Company Limited, locked the Old Tafo R/C Basic School in Kumasi on Monday, preventing students from using the facility.
Frimpong, who pre-financed the construction of the two-story classroom block starting in 2008, claims the government owes him GH₵230,000 for the project.
Despite selling his property and taking loans to fund the construction, he says successive governments have failed to settle the debt.
Frimpong expressed frustration over the 14 years of non-payment, insisting that the students will only be allowed to use the building once the government pays him.
He previously planned to lock the school in 2021 but was intervened by authorities.
