An individual familiar with Ghana's cyber defense system has defended Mr. Kwabena Adu-Boahene. He is the former Director-General of the National Signals Bureau (NSB). This comes amid allegations of misappropriating GH¢49.1 million meant for cybersecurity infrastructure.
The source, who wishes to remain anonymous, claims that all software and equipment were delivered. They are currently in use by the Bureau. The Israeli company ISC Holdings confirmed the complete delivery of these tools.
The National Signals Bureau has acknowledged receiving and using them. This statement contradicts claims made by lead investigator Frank Marshall Cromwell. He alleged that only a small portion of the funds reached ISC Holdings.
Cromwell claimed that most funds were diverted to accounts controlled by Mr. Adu-Boahene and his associates. The insider argues that neither the National Security apparatus nor the Auditor-General raised concerns about misuse of funds.
The source stated, "At no point has National Security or Intelligence agencies complained about any misuse." They emphasized that there have been no allegations against Mr. Adu-Boahene regarding special operational funds.
Additionally, they criticized the Economic and Organised Crime Office (EOCO) for overstepping its bounds. The source said it is unreasonable for EOCO investigators to assume what National Security was trying to achieve with special operations funds in 2020.
They described this as second-guessing an intelligence agency without proper information.
