DVLA CEO makes a strong case for regularisation of Goro boys' activities

Julius Neequaye Kotey is the CEO of Ghana's Driver and Vehicle Licensing Authority (DVLA). He has proposed formalizing the operations of unofficial middlemen, known as "goro boys." These individuals help with vehicle registration and licensing services.

Kotey believes that integrating these agents into a regulated system would improve efficiency. It would also increase transparency in the licensing process. Instead of fighting them, he suggests bringing them on board.

This approach would clarify service charges. It would ensure that they do not charge excessive fees. Kotey plans to train these agents to eliminate bad practices.

He discussed his ideas in an interview with Accra-based Citi FM. "Why don't we regularize what they do?" he asked. He noted that efforts to fight them have been ongoing for years without success.

Kotey emphasized the need to bring these agents into a regulated framework. He does not propose employing all of them but wants to regularize their activities.

The DVLA CEO aims to train informal agents and set clear guidelines for their work. "We will be able to do away with what we don't agree with," he said. The goal is to establish clear rules similar to those for port agents.

Kotey's proposal seeks to enhance the vehicle registration and licensing experience in Ghana. As the new DVLA CEO, he has extensive experience in public policy and compliance. His leadership is expected to improve efficiency within Ghana's transport sector.
