Uefa has accused Gianni Infantino of prioritizing "private political interests." This accusation came after Fifa's president arrived late for the congress in Paraguay.
Infantino was on a diplomatic tour in the Middle East. He arrived two hours and 17 minutes late for the event, which started at 10:30 AM local time.
He stated that his trip was crucial. It allowed him to represent football in discussions with world leaders.
In response to his delay, Uefa president Aleksander Ceferin led a walk-out. European delegates, including Football Association chair Debbie Hewitt, joined him during a break.
This left empty seats at the Conmebol Convention Center when the meeting resumed.
Uefa released a statement about the situation. They called the "last-minute changes" to the schedule "deeply regrettable."
They emphasized that this congress is vital for global football. All 211 nations gather to discuss important issues affecting the sport.
Uefa criticized changing the timetable to accommodate private interests. They believe it undermines football's priorities.
"We are here to serve football," they stated. Uefa council members felt it necessary to make this point by leaving early.
Norwegian FA president Lise Klaveness expressed concern as well. She noted that this congress ensures good governance in international football.

Some delegates from Concacaf also chose to leave early due to Infantino's delay.
Fifa secretary general Mattias Grafstrom attempted to ease tensions. He mentioned Fifa's strong relationship with Uefa and European members.
