Former Finance Minister Dr. Mohammed Amin Adam has criticized the government. He opposes the Energy Sector Levies (Amendment) Bill, 2025. He calls it a strategy to deny Ghanaians benefits from the cedi's appreciation.
During a parliamentary debate on June 5, 2025, he expressed his concerns. He believes the government is undermining economic relief from the cedi’s rise against major currencies. Instead of allowing Ghanaians to benefit, they are imposing what he calls the "Dumsor Levy."
Dr. Amin Adam stated that this action contradicts government promises. He described it as irresponsible and inconsistent behavior. The levy adds an extra GH₵1 to petroleum product purchases.
He remarked, “The NDC government is taking Ghanaians for granted.” He noted that a stronger cedi should lead to lower petroleum prices. This outcome makes logical economic sense.
He questioned why the government would take back benefits during expected price drops. “What offense have Ghanaians committed?” he asked about being denied reduced petroleum prices.
Dr. Amin Adam emphasized that it is the government's duty to ensure citizens benefit from its policies. While he celebrates the cedi’s appreciation, he wishes these benefits reflected in lower prices.
“It is troubling that the government retracts advantages of the cedi’s rise,” he said. “This is not how a responsible government should act.”
Finance Minister Dr. Cassiel Ato Forson presented the levy urgently in Parliament. The Energy Sector Levies (Amendment) Bill, 2025 proposes increasing certain levies for revenue generation.
These funds aim to address energy sector arrears and reduce legacy debt while ensuring stable power supply nationwide. The bill has been read in Parliament and sent to the Finance Committee for further review.
