Ghana Railway Dev’t Authority distances itself from ongoing strike

The Ghana Railway Development Authority (GRDA) has issued a clarification. The ongoing strike by workers of the Ghana Railway Company Limited (GRCL) does not involve the GRDA. This action will not affect GRDA operations.

Today, GRCL workers began a sit-down strike nationwide. They are demanding eight months of unpaid salaries. Over 900 workers expressed frustration over the government's delays in payment. Many wore red armbands to protest this issue.

Dr. Frederick Appoh, Acting CEO of the GRDA, released a statement. He emphasized that GRDA and GRCL are separate entities with different roles. The GRDA oversees railway infrastructure, while the GRCL operates railway services.

The statement assured the public that the GRDA is fully operational. It has not endorsed any public demonstrations related to this issue. Dr. Appoh noted that they are preparing for the new 97-kilometre Tema-Mpakadan Railway Line.

This project includes two newly procured trains to modernize Ghana’s railway network. He reiterated that there would be no disruption to their work. The public is encouraged to distinguish between GRDA and GRCL.

“Our staff remain dedicated to advancing key projects,” the statement added. The GRDA thanked everyone for their continued support and understanding as it fulfills its mandate under Ghana’s Railway Master Plan.

Full Statement: Clarification on Demonstration by Ghana Railway Company Limited (GRCL)

Accra, May 12, 2025

The Ghana Railway Development Authority (GRDA) clarifies that the industrial action by GRCL on May 13, 2025, is unrelated to us.

The GRDA and GRCL have distinct legal mandates and responsibilities. Established under Railways Act, 2008 (Act 779), the GRDA manages railway infrastructure in Ghana.

Since Act 779 took effect, the state-owned GRCL focuses on operating passenger and freight transport services.

We assure the public that we remain fully operational and have not initiated any demonstrations regarding this matter.

Our focus is on final preparations for launching the new Tema-Mpakadan Railway Line with two new government-procured trains.

This milestone shows our commitment to developing infrastructure through Ghana's Railway Master Plan.

There will be no disruption to our work due to any industrial action by the GRCL.

We encourage everyone to recognize that this planned strike does not impact our activities at all.

Our staff continue working hard on key projects for national development.

We appreciate your ongoing support and understanding during this time.

Signed
Dr Frederick Appoh
Acting Chief Executive Officer
