Ghana risks losing millions chasing ORAL ‘phantom loots’ – Bright Simons warns

Bright Simons, Vice President of IMANI Africa, has cautioned that Ghana could lose more money than it recovers if the Operation Recover All Loots (ORAL) initiative is not properly structured.

He argued that if $26 million is spent on investigations but only $2.6 million is recovered, the effort would be a waste.

Simons also questioned Attorney-General Dr. Dominic Ayine’s ability to retrieve even 12.5% of the alleged $21 billion in looted funds, noting that much of it stems from failed policies rather than tangible assets.

With ORAL identifying major corruption cases, including PDS and the National Cathedral project, Simons insists on strict oversight to prevent political whitewashing and ensure real recoveries.
