Ghanaians will be ‘angry’ if fuel levy fails to deliver results – Prof. Asuming warns

Professor Patrick Asuming, an economist at the University of Ghana Business School, has issued a warning. He cautioned the Mahama administration about public dissatisfaction. This could increase if the new GHS1 fuel levy fails to meet expectations.

His warning comes after the Energy Sector Levy (Amendment) Bill, 2025 was passed. This bill imposes a GHS1 tax per litre of fuel. The goal is to raise funds for clearing energy sector debts and stabilizing electricity supply.

On June 7, during an appearance on The Big Issue with Selorm Adonoo on Channel One TV, Prof. Asuming emphasized accountability. He stated that the government must use the levy as promised. It should be directed towards procuring fuel and improving power supply.

He remarked, “When you bring a levy with a promise, you must deliver.” He referenced past issues with the E-levy where promises were not fulfilled. He warned against providing excuses later if results are not seen.

Prof. Asuming also mentioned that mishandling this levy could harm government goodwill. He expressed hope that all factors were considered before implementing it. Currently, he believes the government has started well and enjoys goodwill.

However, he cautioned that failure to deliver could ruin this goodwill. If Ghanaians see benefits from paying this levy, concerns may lessen over time. But if unexpected issues arise or budget reviews occur mid-year, public displeasure may grow.
