Ghc1 fuel levy key to ending energy sector crisis – Agbana

Edem Agbana, the MP for Ketu North, supports the new GHC1 Fuel Levy. He believes it is essential for fixing Ghana's energy sector issues.

Agbana spoke on The Big Issue on Channel One TV on June 7, 2025. He said the Energy Sector Levy Bill was passed by Parliament on June 3. This amendment aims to stabilize the energy sector.

He stated, “We inherited a challenge and need to solve it.” Agbana emphasized that they are not playing politics with this issue. The new levy is expected to raise about GHC 5.7 billion each year.

Agbana acknowledged that this revenue may not be enough. However, he believes it will help reduce energy sector debts and improve power supply. He explained that the financial challenges in the energy sector require more funding.

The government plans additional measures to address these problems. Agbana stressed that they are not just shifting costs onto citizens. They aim for a comprehensive solution from all sectors.

The levy has received mixed reactions from stakeholders. Independent Power Producers (IPPs) support it as a way to clear their debts. In contrast, the Chamber of Petroleum Consumers (COPEC) opposes the increase.

COPEC urges the government to seek alternative funding sources instead of raising costs for consumers. Despite differing opinions, Agbana insists that the levy is necessary for addressing financial issues in the energy sector.
