Gov’t to introduce Annual Performance Ranking Index for agencies  

The Government has announced plans for an Annual Performance Ranking Index. This index will apply to agencies under the Office of Government Machinery (OGM). The goal is to improve service delivery and transparency.

The initiative aims to track institutional performance transparently. It also seeks to encourage continuous improvement in service delivery.

By the third quarter of 2025, the Performance Ranking Index will be published. Best-performing institutions will receive rewards. This will enhance competition and motivate staff.

Nana Oye Bampoe Addo, Deputy Chief of Staff, shared this information during a session in Accra. The session discussed the 2024 Public Opinion Survey Report.

The survey took place from October to December 2024 across all 16 regions. It assessed public awareness of OGM agencies' existence and services. It also gauged perceptions about their transparency and responsiveness.

Madam Juliana Ama Kplorfia presented the findings to agency representatives. The report showed that only 35 percent of respondents received services from OGM agencies.

Another 42 percent had not received any services from these agencies. Meanwhile, 23 percent may have received services but were unaware they came from OGM.

Regarding effectiveness, 56 percent viewed the agencies as effective. However, 44 percent considered them ineffective.

On transparency, only four percent rated the agencies as “very transparent.” Nine percent said they were “transparent,” while 49 percent felt they were not transparent at all.

For service accessibility, 40 percent described the agencies as “somewhat accessible.” Twelve percent found them “accessible,” and six percent labeled them “very accessible.”

However, 24 percent said services were “somewhat not accessible.” Eighteen percent believed services were “not accessible at all.”

Institutions under OGM include State Protocol and Council of State. Others are State Interests and Governance Authority (SIGA) and National Population Commission.

Additional institutions include Ghana Aids Commission and Millennium Development Authority. The Zongo Development Fund and Micro and Small Loans Centre (MASLOC) are also part of OGM.

The OGM Agencies support the Executive branch in implementing policies for citizens' welfare.

The research gathered over 1,000 responses from across Ghana's regions. It used focus groups, interviews, and online platforms for feedback on questionnaires.
