Office of Government Machinery
The Government plans to create an Annual Performance Ranking Index. This index will apply to agencies under the Office of Government Machinery (OGM). The goal is to improve service delivery and transparency.
This initiative aims to track agency performance transparently. It will also encourage continuous improvement in service delivery. By the third quarter of 2025, the Performance Ranking Index will be published. Best-performing institutions will receive rewards to boost competition and motivate staff.
Nana Oye Bampoe Addo, Deputy Chief of Staff, announced this during a session in Accra. The session discussed the 2024 Public Opinion Survey Report. The survey took place from October to December 2024 across all 16 regions.
The survey assessed public awareness of OGM agencies' functions and services. It also gauged perceptions about their transparency, accessibility, and responsiveness. Additionally, it evaluated public satisfaction with their services.
OGM institutions are key operational arms supporting the Presidency in policy implementation. Madam Juliana Ama Kplorfia presented research findings to agency representatives.
The report showed that only 35 percent of respondents received services from OGM agencies. Forty-two percent had not received any services at all. Twenty-three percent may have received services but were unaware they came from OGM.
Regarding effectiveness, 56 percent viewed the agencies as effective. However, 44 percent considered them ineffective. For transparency, only four percent rated them as "very transparent." Nine percent said they were "transparent," while 49 percent felt they were not transparent at all.
On service accessibility, 40 percent described agencies as "somewhat accessible." Twelve percent found them "accessible," and six percent labeled them "very accessible." Conversely, 24 percent said services were "somewhat not accessible," while 18 percent believed they were "not accessible at all."
Institutions under the Office of Government Machinery include several key organizations: State Protocol, Council of State, SIGA, National Population Commission, Ghana Aids Commission, and Millennium Development Authority among others.
These agencies support the Executive branch in implementing policies for better citizen services and improved living standards. The research gathered over 1,000 responses using focus groups and online platforms for questionnaires across Ghana's regions.
