Finance Minister Dr. Cassiel Ato Forson has outlined strategic measures to bridge the fiscal gap following the abolition of taxes such as the E-Levy, Betting Tax, and COVID-19 Levy.
Presenting the 2025 Budget on March 11, Dr. Forson announced that the government will reduce the tax refund ceiling from 6% to 4%, saving GH₵3.8 billion to compensate for revenue losses.
Additional steps include strengthening tax compliance, streamlining VAT, and enhancing property rate collection.
The government will also cut spending by reducing ministries from 30 to 23, slashing ministerial appointments, and scrapping programs like YouStart and One District One Factory.
Dr. Forson assured that these reforms will maintain fiscal stability while easing the tax burden on Ghanaians.
