IMANI Africa's critical analysis of 120-day social contract of Mahama

The IMANI Centre for Policy and Education has evaluated the NDC government's performance. This evaluation covers the first 120 days in office. It aims to ensure policy accountability and evidence-based governance.

The review assesses progress on 26 commitments from the 120-Day Social Contract. This is part of IMANI’s IMANIFESTO Project, which tracks political promises against measurable outcomes.

Summary of Findings

Out of the 26 commitments:

- 13 (50%) were fully delivered.
- 11 (42%) are in progress.
- 2 (8%) remain unfulfilled.

The government has shown action in several areas. However, many initiatives lack strong economic links and clear fiscal implications.

Performance Highlights & Gaps

Flagship job programs like Adwumawura and One Million Coders have launched. The National Apprenticeship Programme is also underway. These programs cost an estimated GHS18.86 billion but raise concerns about productivity and long-term value.

The 24-Hour Economy, a key campaign promise, is still developing. Important legislative and operational frameworks are still pending.

The Women’s Development Bank was established with GHS51.3 million in seed capital. However, its purpose is unclear due to similar existing institutions.

Tax policy changes include abolishing the e-levy, emissions levy, and betting winnings tax. Yet, the COVID-19 levy remains despite earlier plans for its removal.
