Godfred Bokpin, an economist and finance professor at the University of Ghana, has urged the government to rethink its Energy Sector Levy. This levy is commonly known as the “Dumsor Levy.” He emphasized the need for stakeholder engagement and transparency.
On JoyNews' Newsfile programme on Saturday, June 7, Prof Bokpin criticized the lack of consultation before passing the bill. He stated that this absence of discussion undermines the entire process. He believes the government should reconsider its approach and learn from this situation.
Prof Bokpin expressed surprise at the levy’s introduction. He noted that it was unexpected based on the 2025 budget presentation.
Recently, Parliament passed the Energy Sector Levy (Amendment) Bill, 2025. This bill introduces a GH¢1 per litre surcharge on petroleum products.
The government defends this bill as necessary to tackle rising energy sector debt. As of March 2025, this debt amounts to US$3.1 billion. Finance Minister Dr Cassiel Ato Forson explained that US$3.7 billion is needed to settle this debt fully. Additionally, US$1.2 billion is required for fuel procurement for thermal power generation in 2025.
