The Japan International Cooperation Agency (JICA) and Ghana's Ministry of Finance signed grant agreements on June 3, 2025.
Ms. Miyazaki Katsura, JICA's Executive Senior Vice President, attended the ceremony. She signed the agreement with Honorable Cassiel Ato Forson, Ghana's Minister of Finance.
This partnership shows Japan's commitment to empowering Ghana’s future leaders. The focus is on specialized educational programs for young government officials.
The Project for Human Resource Development Scholarship (JDS) aims to nurture skilled officials in Ghana. It equips them with knowledge and skills for sustainable development.
The program is based on Japan’s developmental experiences. It emphasizes human capital as key to national progress and growth. Beneficiaries learn from Japan’s modernization journey and its impact on other Asian nations.
Participants pursue Master’s and Doctoral studies at top Japanese universities. Fields of study include Economics, Public Financial Management, Public Administration, Public Health, and International Relations.
Since 2012, the JDS program has seen success in Ghana. To date, 130 fellows have gone to Japan; 103 earned advanced degrees while 27 continue their studies.
This year, a new group of 13 scholars will begin their studies. This will further enhance Ghana’s capacity to meet its development goals.
Japan also engages in broader regional initiatives like TICAD 9. This conference will be held in Yokohama this August.
TICAD promotes Africa’s sustainable development through international support. It emphasizes African ownership and partnerships for growth.
