Investigations show that Mr. Elvis Kusi, the Director of Finance at Komfo Anokye Teaching Hospital (KATH), is still in his position. His official appointment ended on June 30, 2024. Despite this, he continues to receive a salary and sign official documents.
This situation raises serious legal concerns. A source at the hospital stated, “Mr. Kusi is receiving benefits without a valid appointment.” They added that he is signing cheques and legal documents without proper authorization. This irregularity undermines the integrity of the institution.
Sources reveal that KATH's previous Board directed Prof. Otchere Addai-Mensah, the then-CEO, to advertise for Mr. Kusi’s position. However, the CEO allegedly did not follow through with this directive. Reports suggest he may have been trying to protect Mr. Kusi, who is a close associate.
Further investigations indicate that Mr. Kusi filed a case at the Kumasi High Court in May 2024, just before his term expired. The case remains unresolved and raises questions about its purpose. Critics believe it aims to delay his replacement and allow him to stay in office.
Stakeholders in health and civil society are now calling for urgent action from the Ministry of Health and Ghana Health Service. They want to restore due process and ensure transparency in appointments at KATH.
