Labour Minister pushes for stronger HR policies and job creation

The Minister for Labour, Jobs, and Employment, Dr. Rashid Pelpuo, reaffirmed the government's commitment to job creation. He aims to strengthen human resource policies for Ghanaians.

Dr. Pelpuo announced a new international labour migration strategy. This strategy will help reduce unemployment and ensure ethical recruitment practices.

“Human resources are the backbone of national development,” he stated. He warned that neglecting the workforce leads to stagnation and inefficiency.

The minister spoke during a visit from a nine-member delegation of the Chartered Institute of Human Resources Management (CIHRM). The delegation was led by President Mrs. Florence Hutchful and CEO Dr. Francis Eduku.

Their discussions focused on labour reforms, HR standards, and workforce development.

**Government’s Plan for Labour Market Reforms**

Dr. Pelpuo emphasized the ministry's commitment to decent work conditions. He highlighted fair labour practices and a well-regulated labour market as priorities.

He noted that collaboration with CIHRM would develop professional HR standards. These standards aim to protect workers from exploitation.

Additionally, he called for a review of the Labour Bill. This review should align with Ghana’s economic transformation agenda.

He also stressed structured HR transfers and ethical migration policies. These measures will maximize local and international job opportunities.

**CIHRM’s Role in National Development**

President Mrs. Florence Hutchful congratulated Dr. Pelpuo on his appointment. She praised his proactive approach to HR and labour issues.

She assured him that CIHRM is ready to partner with the government on HR management standards.

Mrs. Hutchful revealed that CIHRM is finalizing national HR management standards soon. These standards will guide best practices in employment and talent management.

**Minister’s Call for Accountability in HR Management**

In closing, Dr. Pelpuo criticized poor HR management in Ghana. He cited failures of major government projects due to lack of skilled personnel.

“A nation cannot progress without strong human resource systems,” he said. He noted that many projects fail shortly after being handed over due to poor management.

He urged CIHRM to enforce professional HR standards strictly, preventing fraudulent certifications.

**Strengthening the HR-Academia Partnership**

Dr. Francis Eduku, CEO of CIHRM, mentioned expanding partnerships with universities. This expansion aims to align HR education with industry needs.

Through Memoranda of Understanding (MOUs), CIHRM seeks to bridge gaps between theory and practice in HR education.

The CIHRM delegation included Vice-President Mrs. Dorothy Asare and other officials from both organizations.
