Mahama must cement legacy by ensuring election of MMDCEs – ChaLoG

The Chamber for Local Governance (ChaLoG) has urged President John Dramani Mahama to strengthen local governance in Ghana. They want Metropolitan, Municipal, and District Chief Executives (MMDCEs) elected in the next local government polls. ChaLoG pointed to a commitment in the National Democratic Congress (NDC) manifesto for universal adult suffrage in selecting MMDCEs. They believe this change would improve local governance and reduce political favoritism.

Currently, MMDCEs are appointed, which has sparked national debate. Critics argue that appointments often favor political loyalty over competence. This undermines decentralization and merit-based leadership. Recent events have highlighted these tensions.

On April 13, 2025, youth in Tema protested at the Metropolitan Assembly. They were upset about the rumored nomination of Ebi Bright as Mayor. Demonstrators set tires ablaze and demanded Patience Ankamah Addo be appointed instead. They argued she better represents local interests.

In Okaikwei North, NDC-affiliated youth threatened to withdraw support for their party. They demand Abdul-Rashid Issah be named Municipal Chief Executive instead of a candidate from Okaikwei Central. Protesters stated they cannot support leaders without grassroots connections or sacrifices.

In Talensi Constituency, opposition within the NDC is growing against John Millim Naabwomya's nomination. Critics claim he has ties to the opposition New Patriotic Party (NPP). They warn his appointment could harm the NDC's chances in the 2028 elections.

Richard Fiadomor, President of ChaLoG, condemned the protests on April 20. He rejected attempts by interest groups to influence appointments through threats or violence. He noted that even if Ebi Bright skips vetting, President Mahama can still appoint her without wrongdoing.

Local Government Minister Ahmed Ibrahim called for calm amid unverified claims fueling protests. He reminded everyone that final appointments are solely up to President Mahama. Dr. Kojo Pumpuni Asante from CDD-Ghana also called for reform in the appointment system.

He emphasized that current practices can prevent capable candidates from serving effectively. ChaLoG reiterated its call for President Mahama to fulfill his party’s promise of electing MMDCEs. They believe this would mark a significant step toward deepening grassroots democracy in Ghana.

"It is stated in the NDC manifesto that MMDCEs will be elected," they said. "The president should ensure this happens to address issues within the system."
