Mahama’s gift-giving code lacks clarity and encourages double standards – Transparency Int’l Ghana

Transparency International Ghana has criticized President John Mahama’s proposed gift-giving code. They describe it as vague, inconsistent, and open to abuse by public officials.

Michael Boadi, the organization’s Fundraising Manager, spoke on Joy FM’s Super Morning Show. He said the code lacks clarity and specificity needed for ethical guidance.

“The issue of clarity is important for gift-giving,” Mr. Boadi stated. He noted that testing the gift-giving section reveals inherent weaknesses.

He explained that the section sends mixed messages to public officials. It initially advises against accepting gifts but later suggests exceptions.

Mr. Boadi pointed out contradictions in the code regarding gifts at public events. While it discourages acceptance, it allows for acceptance with disclosure.

“This contradicts its initial intent,” he said. He believes this weakens the overall message of accountability.

He also mentioned that while the code emphasizes transparency, it lacks enforceable standards. “It leans towards double standards,” he added.

Mr. Boadi questioned the GH₵20,000 threshold for declaring gifts. He emphasized that context matters when assessing this amount.

“GH₵20,000 may not seem significant in Accra,” he explained. “But it can be a lot for a DCE in a remote community.”

Transparency International Ghana urges a revision of the code. They want to close loopholes and align it with best practices in anti-corruption and public accountability.
