The Minority Health Caucus in Parliament has condemned the dismissal of Dr. Adam Atiku. He is the Chief Executive Officer of the Tamale Teaching Hospital (TTH). They labeled the Health Minister’s action as illegal and emotionally driven. They also called it a blatant breach of administrative and constitutional protocols.
This condemnation follows President John Dramani Mahama's decision on April 23, 2025. He dismissed Dr. Atiku after reports of alleged negligence surfaced. The caucus reacted to this in a statement, criticizing the Health Minister Kwabena Mintah Akandoh. They argued that his announcement during a hospital visit lacked due process.
The Minority accused the Minister of acting in an "authoritarian" manner. They noted he claimed that the "appointing authority owes nobody any explanation." The caucus described this remark as a violation of accountability and the rule of law.
They emphasized that the law does not give the Health Minister unilateral powers to dismiss a CEO. This is especially true under these circumstances, they stated. The Minority referenced Sections 34(7) and 37(1)(e) of Acts 525 and 1009 for clarification. They pointed out that any removal must involve presidential approval with consultation from the Council of State.
Furthermore, they highlighted that there was no disciplinary committee process followed. This is mandated under Sections 42 and 46 of the law. Therefore, they declared the dismissal procedurally and substantively defective.
