The Minority Caucus on the Local Government and Rural Development Committee has condemned recent remarks by Mr. Richard Ofori Agyemang Boadi. He is the Metropolitan Chief Executive of the Kumasi Metropolitan Assembly (KMA) in the Ashanti Region. The Caucus described his comments as reckless and a threat to democracy.
Mr. Boadi suggested using a "military-democratic" approach for enforcement. He also threatened physical action against traders who do not comply with the Assembly's directives during decongestion efforts.
In a statement signed by Francis Asenso-Boakye, the Ranking Member of the Committee, the Caucus acknowledged that Metropolitan, Municipal, and District Assemblies (MMDAs) have legal authority under the Local Governance Act (Act 936). They can enforce by-laws and maintain public order.
However, they emphasized that these powers must follow legal guidelines and respect human rights. “Violence and threats are unacceptable in any form,” the statement said.
The Caucus warned that such remarks could undermine public confidence in local authorities. They may also lead to potential human rights violations.
The Minority is urging the Minister for Local Government to intervene urgently. They want him to encourage Mr. Boadi to retract his comments and adopt a lawful approach during decongestion efforts.
Additionally, they called on KMA to engage with affected traders meaningfully. Collaboration with stakeholders is essential to find appropriate alternative trading spaces.
“The goal of decongestion should not harm livelihoods,” they stated. Traders contribute to the local economy under challenging conditions; they are not adversaries.
The Minority Caucus reaffirmed their commitment to inclusive governance. They believe clean cities should be achieved through lawful enforcement and public education, not intimidation.
“We must build a country governed by law, compassion, and respect for every Ghanaian,” concluded their statement.
