Minority raises concerns over Ghana Medical Care Trust Fund, cites inadequate consultation

The Minority in Parliament is opposing the new Ghana Medical Care Trust Fund. They cite a lack of stakeholder consultation and rushed implementation.

Dr. Afriyie Ayew, the Ranking Member on Parliament’s Health Committee, criticized the initiative. The fund aims to raise GH₵3 billion to fight non-communicable diseases (NCDs). He believes it lacks a clear structure and direction.

The proposal includes contributions from corporate institutions, the National Health Insurance Scheme (NHIS), and the national budget. Dr. Ayew stated, “I don't see it as a novelty if it's just clinical cases.”

He suggested holding a health finance session for stakeholders to discuss ideas. This could lead to more competitive and interesting discussions.

Dr. Ayew advocates for a dedicated fund for treatment, separate from existing healthcare financing systems. He emphasized that this fund should also focus on vaccines and sustainability.

The Ghana Medical Care Trust Fund was launched at the University of Ghana Medical Center. President John Mahama pledged six months of his salary to support it.

This intervention is urgent due to concerning health statistics. Non-communicable diseases account for 45% of all deaths in Ghana. Cardiovascular diseases contribute 19%, while cancers account for 5%. This comes amid increasing financial pressure on the health sector.
