No more E-levy; GRA issues final directives to charging entities

The Ghana Revenue Authority (GRA) has issued a directive. All charging entities must stop collecting the 1% Electronic Transfer Levy (E-Levy). This follows President John Dramani Mahama’s approval to repeal it.

The GRA stated, “The President of Ghana has signed the Electronic Transfer Levy Act, 2022 (Act 1075) and the Electronic Transfer Levy (Amendment) Act, 2022 (Act 1089). This abolishes the 1% E-Levy effective today, April 2, 2025.”

All platforms must immediately implement a “no charge” policy. They should stop applying the levy across all channels. Refunds must be processed for any deductions made on April 2, 2025.

Entities also need to account for outstanding E-Levy charges from transactions before this date.

The repeal of the E-Levy has received mixed reactions. Many view it as a victory for mobile money users. However, some question its economic implications.
