No one can be blamed for Akosombo spillage – Former VRA CEO

Former Chief Executive Officer of the Volta River Authority (VRA), Ing. Kirk Koffi, spoke about the Akosombo Dam spillage in 2023. He stated that no one can be blamed for its devastating effects. The spillage displaced thousands of residents in eight communities, especially Mepe. Many criticized the incident, but Koffi believes it was caused by natural forces.

In an interview with Umaru Sanda Amadu on Channel One TV, he explained the situation. He said overwhelming inflows into the dam led to the spillage. This was not due to negligence or human error. When asked about responsibility for the destruction, he replied: “No, no, it all depends… direct rainfall can impact what it comes from anywhere.”

Koffi highlighted unusual weather patterns in 2023 as a factor. These patterns caused rising water levels in the dam. Although inflows were expected to decrease by September, they actually increased. This forced the VRA to spill more water to protect the dam's integrity.

“By September 2023, when we expected a downward trend, inflows picked up,” he noted. He emphasized that those managing the facility must act responsibly during such events. If they do not spill water and it overflows, everyone downstream would be at risk.

Koffi praised former President John Dramani Mahama and Minister John Jinapor for their leadership during this crisis. He appreciated their efforts in forming a committee to plan for future incidents. “Thanks to President Mahama for his vision and foresight,” he said.

He believes this committee is focused on preventing similar situations in the future. Koffi expressed confidence that they have been briefed on necessary measures moving forward.
