OSP returns Cecilia Dapaah’s docket to EOCO

The Office of the Special Prosecutor (OSP) has returned the Cecilia Dapaah case docket. This was done at the request of EOCO’s new leadership. The return allows EOCO to investigate parts of the case outside OSP's jurisdiction.

EOCO requested the docket for review and possible action. In response, OSP sent a duplicate docket on May 29, 2025. They also promised full cooperation with EOCO's investigation into suspected money laundering.

The OSP stated that the docket is a valuable resource for EOCO. It will help them start their investigation into areas where OSP lacks direct authority.

The case involves former Minister Cecilia Abena Dapaah and her associates. It began in July 2023 after large sums of cash were found at her home.

A seven-month joint investigation by OSP and the FBI found no direct evidence of corruption. However, they did find strong indicators of suspected money laundering. As a result, they referred the case to EOCO in January 2024.

At that time, EOCO declined to take up the matter. They argued that money laundering requires a predicate offence, which had not been established by OSP.

With new leadership now in place, EOCO has changed its position. They are proceeding with their own investigation into the case.

The OSP has reaffirmed its readiness to support EOCO in this probe and any related legal processes.
