The Office of the Special Prosecutor (OSP) has revealed a GH₵280 million corruption scandal at the National Petroleum Authority (NPA). Several top officials are accused of abusing their positions for personal gain.
Special Prosecutor Kissi Agyebeng announced this in an official statement. Investigations began in November 2024. They uncovered a network of financial misconduct and power abuse at the NPA from 2022 to 2024.
The OSP found that some senior officials created a corrupt scheme. They exploited their regulatory power to extract large sums from oil marketing companies (OMCs) and others in the petroleum sector.
This was done through threats, intimidation, coercion, bribery, and excessive pressure. The goal was to enrich those involved.
As of May 30, 2025, the OSP traced GH₵280,516,127.19 believed to be proceeds from this scheme. Investigators noted that part of these funds bought luxury apartments and homes in Ghana and abroad. They also acquired 22 fuel haulage trucks.
Worryingly, some NPA officials used these illicit funds to start their own oil marketing companies. This placed them in unethical competition with businesses they were supposed to regulate.
On June 2, Special Prosecutor Agyebeng confirmed that criminal charges will be filed by the end of June 2025. These charges will target NPA officials and executives from complicit OMCs.
“Upon filing charges, we will provide full details,” said the OSP. This includes identities of those involved and assets recovered.
