Ghana’s Parliament has passed the Energy Sector Levy Amendment Bill 2025.
The bill was approved on June 4, 2025, in the early morning hours.
The Minority in Parliament staged a walkout during the vote.
The Majority used their numbers to ensure the bill's passage.
This new bill imposes a GHS 1 charge on every litre of fuel.
Finance Minister Dr. Cassiel Ato Forson introduced the bill urgently.
He noted that the energy sector owes US$3.1 billion as of March 2025.
Dr. Forson assured Parliament that consumers would not face immediate price hikes.
He stated that gains from a strong Ghana Cedi would absorb the levy’s impact.
