The Parliament of Ghana is mourning the loss of Mr. Samuel Ntim Darkwa. He was a respected parliamentary figure with nearly four decades of service.
Mr. Darkwa, a former Clerk to Parliament, had a distinguished career. He became one of the most influential administrative leaders in Ghana’s legislative history.
His journey began in 1961 when he joined Ghana’s legislative evolution. He eventually became Clerk to Parliament, the highest administrative role.
Mr. Darkwa served as Assistant Clerk to the 1968 Constituent Assembly. He was also Clerk to the 1992 Consultative Assembly, contributing to Ghana’s democratic development.
He uniquely served in all Parliaments and Constituent Assemblies from 1961 to 1997. This period included constitutional reforms and political transitions.
His expertise in parliamentary procedure earned him respect locally and internationally. He frequently attended Commonwealth Parliamentary Association (CPA) conferences and workshops across Southern Africa.
Mr. Darkwa contributed scholarly articles to The Parliamentarian, CPA's flagship journal. His work solidified his reputation as a thought leader in legislative affairs.
After the political upheaval of 1966, he worked at the Office of the Head of State. Later, he served in the Ministry of Labour, Social Welfare and Rural Development.
He was seconded to the Commonwealth Youth Programme in Zambia for broader governance experience.
Even after retirement, Mr. Darkwa remained active in Ghana’s democracy. He consulted for both CDD-Ghana and IEA on parliamentary performance and reforms.
In 2008, he shared how he preserved Parliament's legacy after the 1981 coup d’état. With limited staff, he protected key symbols like the State Sword from military confiscation.
His commitment during that time symbolized his dedication to democratic governance.
Mr. Darkwa co-authored two important texts with K.B. Ayensu: “How Our Parliament Functions” and “The Evolution of Parliament in Ghana.” These works are essential references for students and researchers of Ghanaian politics.
Funeral Arrangements
Final rites for Mr. Samuel Ntim Darkwa will take place at Parliament House on May 3rd, 2025.
- Pre-Burial Service: Saturday, May 3rd from 7:30 am to 8:30 am at Parliament House.
- Burial Service: Same venue from 8:30 am to 10:30 am.
- Internment: Private.
- Final Funeral Rites: Immediately after burial at Parliament House.
- Thanksgiving Service: Sunday, May 4th at Ridge Church starting at 10:00 am.
- Attire: White clothing is requested.
