Prof. Ameyaw-Akumfi and Another Appointee Face Criminal Charges Over Sky Train Deal

Criminal charges have been filed against Solomon Asamoah. He is the former CEO of the Ghana Infrastructure Investment Fund. Professor Christopher Ameyaw-Akumfi, the fund's former Board Chairperson, is also charged.

The charges relate to the controversial Accra Sky Train project. They were detailed in a lawsuit filed at the High Court in Accra on May 13, 2025. The case involves an alleged misapplication of $2 million.

Both Asamoah and Ameyaw-Akumfi face multiple counts. These include conspiracy to commit a crime and causing financial loss to the Republic. The charges are under Section 23(1) and Section 179A(3)(a) of the Criminal Offences Act, 1960 (Act 29).

Additionally, they are accused of intentionally dissipating public funds. This is contrary to Section 1(1) of the Public Property Protection Decree, 1977 (SMCD 140). Each accused faces separate counts for these allegations.

According to the charge sheet, in February 2019, Asamoah and Ameyaw-Akumfi allegedly agreed to cause financial loss. They purportedly caused $2 million belonging to the Ghana Infrastructure Investment Fund to be paid without authorization. This payment was made to Africa Investor Holdings Limited for an urban sky train system in Accra.

However, this project was never built. Asamoah served as CEO from 2017 to 2024. Ameyaw-Akumfi was chairperson from 2017 to 2021.
