Raymond Archer has been appointed as the acting Chief Executive Director of the Economic and Organised Crime Office (EOCO).
He replaces Abdulai Bashiru Dapilah, who has moved to the National Security Secretariat. Dapilah will serve as a Technical Advisor there.
The official reason for these changes is not yet clear.
Archer has extensive experience in anti-corruption investigations. Since 2019, he has led a covert team called the Opponent’s Research Group (ORG). This group focuses on uncovering financial misconduct and organized crime.
Archer's connection with EOCO goes back 14 years. He was a lead consultant for the United Nations when drafting the Economic and Organised Crime Act (2010, Act 804). His return is expected to strengthen EOCO's investigative capabilities.
He has over 15 years of experience in national security and intelligence. Archer has worked in Europe, Africa, and the Middle East. He is also a Certified Counter Fraud Specialist.
Archer has provided consultancy services for firms like KPMG (Europe) and Kroll & Associates (UK). He owns cybersecurity firms that partner with top Israeli companies. His expertise includes defense intelligence and due diligence in the energy sector.
Academically, Archer holds postgraduate degrees from Leicester University, York St John’s University, and Portsmouth University in the UK. He also has diplomas from the Galilee International Management Institute in Israel.
Currently, he is studying Artificial Intelligence at the University of Texas, McCombs Business School. His focus there is on Generative AI.
