Retired Military Officer Col. Festus Aboagye has warned that Ghana’s civil-military relations are facing an unprecedented crisis, citing the militarization of civilian life under the Akufo-Addo administration from 2017 to 2024.
In a policy brief, Aboagye urged immediate reforms, including the withdrawal of military personnel from VIP protection, the cessation of military involvement in commercial security, and a return to core national defense functions.
He also recommended reforms in military appointments, promoting merit-based selections and transparent promotion systems.
To strengthen democratic governance, Aboagye called for enhanced civilian oversight, clearer legal frameworks for military operations, and a transformation of the National Security apparatus to align with constitutional limits.
