The Office of the Special Prosecutor (OSP) has summoned former Finance Minister Ken Ofori-Atta. He must appear in person at their headquarters on Monday, June 2, 2025. The OSP warned that failing to comply will have serious consequences.
If Mr. Ofori-Atta does not show up, he will be placed back on the wanted list. He will also be declared a fugitive from justice. The OSP plans to request an INTERPOL Red Notice for his arrest and extradition.
This directive is part of ongoing investigations into alleged corruption and abuse of office. Previously, Mr. Ofori-Atta was removed from the wanted list due to "significant cooperation." However, this status is now uncertain as the deadline approaches.
Key Issues Under Investigation:
1. Petroleum and Minerals Revenue Assurance: Contracts between Strategic Mobilisation Ghana Limited and the Ghana Revenue Authority (GRA).
2. Electricity Company Contract Termination: Termination of a contract with Beijing Xiao Cheng Technology (BXC).
3. National Cathedral Project: Procurement procedures and financial transactions related to the National Cathedral.
4. Ambulance Procurement: A contract with Service Ghana Auto Group Limited for 307 ambulances.
5. GRA Tax P-Fund Management: Handling of funds from the GRA's Tax P-Fund Account.
Timeline of Events:
- January 2025: The OSP notified Mr. Ofori-Atta he was a suspect in five cases.
- 31 January 2025: His lawyers claimed he was abroad indefinitely for medical reasons.
- 5 February 2025: The OSP rejected this claim and demanded a return date by February 10.
- 10 February 2025: His lawyers submitted a doctor’s note without a clear return date.
- 12 February 2025: The OSP declared him a fugitive after no further cooperation.
- 18 February 2025: Mr. Ofori-Atta provided a definite return date in May; his name was removed from the wanted list.
Legal Challenge:
- March 2025: He filed a lawsuit against the OSP for being unlawfully declared wanted.
- 28 March 2025: The Human Rights Court heard his application to prevent another declaration as wanted.
Next Steps:
On June 2, 2025, Mr. Ofori-Atta is expected to report to the OSP headquarters. If he fails to appear:
- His name will be added back to the wanted list.
- He will again be declared a fugitive from justice.
- The OSP will initiate an INTERPOL Red Notice request for his arrest.
