Staff-level agreement vindicates NPP, contradicts ‘criminal mismanagement’ claim – Amin Adam

The Minority in Parliament has welcomed the recent Staff Level Agreement. This agreement was reached between the International Monetary Fund (IMF) and the Government. They believe it shows that the previous New Patriotic Party (NPP) administration managed the economy well.

Dr. Mohammed Amin Adam, a Member of Parliament for Karaga, signed a statement on this matter. He rejected President John Mahama's claims that the previous government "criminally mismanaged" the economy and breached the IMF programme.

He stated that the Staff Level Agreement came after the IMF’s fourth review of Ghana’s programme. It shows that many critical targets were met under the previous administration. He emphasized that this agreement vindicates the NPP government against claims of mismanagement.

Once approved by the IMF Executive Board, this agreement will release $370 million to support Ghana’s economy.

Dr. Adam also highlighted key economic indicators from the IMF's revised assessment. Ghana’s economy grew by 5.7% in 2024, exceeding both original and revised targets. Gross international reserves increased to $8.9 billion, and the debt-to-GDP ratio improved significantly—from 82% at end-2022 to 61.8% at end-2024.

The Minority criticized the current administration for politically motivated claims about missed IMF targets. They argued that while some indicators like inflation did miss their targets, these shortfalls were not severe enough to collapse the programme.

During his 2025 budget presentation, Finance Minister Ato Forson claimed that missed targets indicated a breach of the IMF program by the previous government. However, Dr. Adam pointed out that many targets had been met according to the Staff Level Agreement.

He concluded that missing a few targets could not collapse the programme as suggested by the new government for propaganda purposes.
