The E-Levy still exists in disguise – Deputy Minority Leader boldly claims

Patricia Appiagyei, the Deputy Minority Leader of Parliament, has made a bold claim. She says the Electronic Transfer Levy (E-Levy) still exists in disguise.

In an interview on Angel FM on May 15, 2025, she criticized President Mahama. She pointed out that he failed to cancel the COVID-19 levy. Now, he talks about the World Bank as if he forgot his promise.

Appiagyei stated, “Mr. President, you have not done well.” She reminded him that he promised to cancel the COVID-19 levy. Instead of addressing this issue, he is discussing other matters.

She continued, “Today, even with the E-Levy, check your transaction—it’s there in disguise.” Although he claims to have removed it, she insists it still exists without a name.

She asked which other tax has been repealed besides the E-Levy. According to her, no levies have been canceled despite many promises from the government.

The repeal of the E-Levy was part of efforts to promote financial inclusion. The goal was to encourage digital payments without extra costs for users.

Both the E-Levy and betting tax faced strong public opposition. Many argued that these taxes burden low-income earners and hinder digital operations.

The E-Levy was introduced in 2022 at 1.5 percent but later reduced to 1 percent. The betting tax was introduced in 2023 and taxed 10 percent on betting wins.

Business owners and financial analysts criticized both levies for their negative impact on transactions and accessibility. Investors in gaming also opposed the betting tax due to its high rate.

This move aligns with the National Democratic Congress’s commitment to reduce financial burdens on Ghanaians. It also fulfills Mahama’s campaign pledge to abolish these taxes within his first 120 days if elected.
