We’ve done this before — Dr. Krugu slams plans to train new Water Guards

Dr. John Kingsley Krugu, former CEO of the EPA, criticized the government's new Blue Water Guards Initiative. He called it a duplication of effort and a waste of resources.

In an interview with Channel One Newsroom, Dr. Krugu explained that previous Water Guards were already trained to protect water bodies. However, they never got to work due to confusion among state agencies.

He said, “Under the previous government, Water Guards were trained.” As National Coordinator for Landscape Restoration and Small-Scale Mining, he helped graduate these guards at the Naval Command.

Dr. Krugu noted that turf wars between agencies prevented the guards from operating effectively. The Minerals Commission, Water Resources Commission, and Navy all had conflicting roles.

He stated, “Those Water Guards never got to the field.” The institutional issues led to confusion about who was in charge.

Dr. Krugu questioned why another group of Water Guards is being trained when old problems remain unsolved. He emphasized that this approach is not effective.
