Nairobi — President William Ruto has called on the Ministry of Education and 47 county governments to create a bursary framework. This framework will help both levels of government support needy students.
The President emphasized that this plan would address concerns from the Office of the Controller of Budget. He wants every child to have access to bursaries. It should not matter if funds come from the National Government or counties, as long as they assist vulnerable families.
"Bursaries are the right of all our children," he stated. "We will ensure that all students who need them receive support."
President Ruto spoke in Kangema, Murang'a County, during his development tour of Murang'a and Nyandarua. He was accompanied by Deputy President Kithure Kindiki, governors, Cabinet Secretaries, and MPs.
He noted that stalled projects have resumed now that funds for contractors have been unlocked. The economy has stabilized, allowing for project completion and new initiatives.
In January 2025, the High Court suspended a deal between the Controller of Budget and the Council of Governors. This deal allowed counties to issue bursaries outside their legal scope.
On January 14, 2025, COB Margaret Nyakang'o issued a circular prohibiting counties from giving bursaries to primary and secondary schools or universities. She clarified that such actions were not authorized by law.
